These are few and far between, but they are out there.
Try something like the Root Explorer app--it's has a feature/function to allow you to try to remount /system in read-write mode when you navigate to it. If it won't let you, it's likely there's some additional "protection" in your ROM, kernel, or SE Linux context that is preventing this...
