my Andriod system under battery use is at 40%. Is it normal? i use to be able to get it to about 9 or 10% when using the connect and disconnecting the memory card method. Anyone has the same problem?

I can assure you this is not normal, I have seen it occasionally but quite rarely. In this case would advise running a software update to rule out any possible software glitch that may be the cause of this problem.

mine has a battery issue i think
pulled the battery at 40% and when i reinserted it it drops at like 10-14%

Just to verify a couple of things with this one : Did you turn the phone off before removing the battery and did you check the battery again a few minutes after reinserting the battery and powering back on?

phone was frozen... iremoved the battery while it was at 40-45%
waited 10-15 sec
reinserted the battery
power up
and Voil

If the handset was frozen at the then there is a good chance this has impacted the result Has this happened on more than one occasion?

I was under the impression that, since the percentages have to add up to 100%, high Android System usage often is just relative to other, less battery-draining issues... not always necessarily a bad thing.

If you have a sketchy signal, "cell" will be high b/c it's constantly looking for a better tower, and Android System will be less. If you have a good signal, cell won't use as much juice and Android will be higher.

Android System contains things such as Settings, so if you dick around in your menus a lot that would contribute. When you reset the battery, it resets the usage chart. If you stop messing in the menus afterwards, maybe to test whatever changes you made, it might seem as if the battery reseat is what actually helped the issue. Lots of other things under Android System if you look at it... syncing, etc.

I had the same question when I got my Evo last month, and after a bit of reading it seems like high Android System usage is often just a reflection of the relative effeciencies in the other components.
