hi i have a lg lucky and have already unlock developer options but cant seem to enable usb debugging. its gray and says dissabled by service policy. all im wanting to do is teather with pdanet

Read the entire thread. Most likely culprit is a security app such as McAfee though I've seen accounts of other similar apps causing the same issue on LG's in particular.
