no you do not need to have s-off to flash a rom. as long as you have a recovery and your bootloader is unlocked, then you are good to go. there are ways to get s-off if you want, but they are more complicated and there is no real need to do it. but i will leave that up to you. here is the guide you will need:

for just a pure sense 3.0 rom then i recommend mik3d. i have an evo 3d now and it is identical to the stock sense 3.0 rom that me 3vo has now. pretty cool.

and for directions on how to flash a rom go here:

heeeeeeeelp I flashed and everything and I have the rom but everything keeps force closing

sounds like you did not wipe everything. did you follow the guide as to how to flash a rom? what did you wipe? wipe everything except sd card and re-flash it. also did you make a nandroid backup prior to flahsing the rom?

yes I made a back up, and I'm back to stock.
and I followed the guide but I am not sure at what to wipe. I wiped
"cache partition" "dalvik cache" "wipe data" and I fixed permissions. then I rebooted. rom started. and I couldn't do anything with out force closes popping up. what is your advice?

so here are the basic steps:
1.make a nandroid backup
2.wipe at least data, cache and dalvik cache (you can wipe everything but the sd card, if you like)
3.flash the rom
4.reboot

sounds like you flashed the rom and then wipe. this will not work. you need a clean environment for the rom to be installed.
