I was about to move your question to the best area for your device, but you didn't specify which Optimus you have (there are several models, "T," "M," "S," etc).
As for your issues, the draining of credit via your phone seems serious enough to remove the battery and take it to the store or tech where you purchased it and have that corrected without delay.
I don't think I've ever heard of such a thing being reported in these forums. Perhaps somebody who has seen that issue will offer advice beyond returning the device.
