I just got a note 3 from at&t but didn't get service I have tmobile and want to unlock it but can I even if I never activated it with original service?

Did you buy it under contract or outright?
You'd have to get the unlock code from AT&T but only after you fulfill most or all of your contract.
If you bought it outright, then I surmise AT&T should be able to provide you with the unlock code

Under contract I got it from a friend and he can't activate it under at&t so gave me it I am looking to unlock it just making sure I can even though it never been activated before.

Hmm, not sure how that would work.
If he got the phone under contract, but never activated it, (or couldn't for some reason) I would surmise that with it still under some sort of contract, you would need to fulfill it.
AT&T still expects the phone to be paid for before using it (unlocking it) to another carrier.

Perhaps someone who knows more about that than me can chime in.
fwiw, the best unlock code is the one from the carrier

I was going to use cellunlocker.net just not sure if that would work.

If the phone was bought in contract and there is still a contract on that line for that phone they may not give it! You can always call and have them do a check on the phone and see if they can! Every carrier has different policies on that!
