how do I set the time on my Samsung infuse?

You don't. It shows the time at the cell tower, which should be accurate to the second.

If you must set it manually, you'll likely find in your Settings app, the Date & time section which contains a checkbox for "Automatic date & time" and "Set date" and "Set time".

Choose your desired settings from there.
