Not an expert by any stretch of the imagination but on my Here i'm pretty sure there a Internet Sharing option in Wireless & Networks. I think you can set up a wireless nework, give it a name and password and get the iPad to scan for networks. Once it finds it, give it the password and you're good to go.
When I had my Desire, I'm sure I did this exact thing with my iPad so I know it works..
