I thought the newest beta version of DoubleTwist had this built into it?

You can try Ringdroid ringdroid - Project Hosting on Google Code

or aRing aRing (Ringtone Manage) - Android app on AppBrain

They will both allow you to edit any audio file and then you can use it as ringtone.
