Apps Hi need help

I have a idea of developing a project called "WIFI Login through website" for Android phones.
This is my first go through in Android.
So can anyone guide me through the following requirements..

1. On enabling WIFI in mobile a welcome screen should be shown on opening default browser.
2. In few seconds a Login/Signup Screen should be shown
3. Functionalities of login and signup

Please help me....
