Help High-power USB device connected - nothing connected?

When I boot up my Galaxy S4, it thinks there is a USB device connected (says so on boot up) and gives a message"High-power USB device connect..." and "Can not access to this device. Connected d.." and that's it.

I should mention that this got water splashed on it, then my wife unknowingly plugged it in.
It got really hot and wouldn't charge... and that was 2 days ago. I have been putting my charged batteries into it so it is usable for her.

I have put it in rice overnight, put a hairdryer on it (on cool) and tried (2) different cables to get it to charge (both have always worked).

Does this thing have a short in it? And how would I diagnose that?

You are going to need to take this to a repair shop. Not a good idea to switch on when wet. You could leave it for a few days to see if you can totally dry it but it sounds like damage has been done.
 
That's what I was afraid of... some kind of short in there or something. I have been taking the battery out and putting it in rice overnight for the last few nights, but it still gives the same message every morning when I turn it on...
The odd thing is that it did charge fine the first night, then it started doing this when she tried charging it on day 2.
 
Fast-charge mode, which could very well cause the phone/battery to heat if the device were simultaneously being used, is invoked by shorting the USB data pins (typically within the cable). It sounds like you have a permanent short on the device end.

Technical details are described here, but bottom line is that if thoroughly drying does not resolve the issue, you need to have it professionally repaired.
