I'm not sure I totally follow you here. Are you asking for a Voice Over IP (VOIP) that you can voice chat over the internet like Skype or a form of SIP Client? Or are you wanting help making an app that does VOIP?

If you're looking to install an existing app I'd start off by reading here Android Applications - Android Forums and getting some reviews on apps. You could ask questions about the kind of app you're looking for there as well.

If you are looking to make your own app that does VOIP I'd start off here Application Development - Android Forums

IF you're wanting something other than what I've outlined here could you please try to restate your question with some additional information to give a better idea of what you're looking for?
BTW welcome to AF!

Hi and welcome! I took your link out as links are not allowed on the first post.

Ah ok. I think it would still be worth it to check out the Android Dev forums I linked in my first reply. That whole section focuses on application design, and I believe there's a section for app requests. To me it would be worth spending some time reading through the section at least. I hope you find what you're looking for and enjoy your time on AF
