Help Horrific Lag

My friend got this tablet on day one due to my recommendation. He has been using it pretty frequently and it seems to be pretty laggy. I have tried changing a few dev settings for him to help nail down the problem but can't see to figure it out. Any recommendations on fixing this lag?

He says he updated the firmware when the OTA came around but I haven't checked to see since.

I know you mentioned changing some Developer settings but have you checked off Force GPU Rendering? It helps with scrolling faster. Also, perhaps using Nova Launcher may help a bit. My Prime has pretty much the same specs and I don't find it laggy at all (especially compared to some other tabs I've used in the past).
