I haven't ever used Hotmail, so I can't directly answer your question. I would think that there would be a "Manage Account" tag, link, or menu selection that you could choose to change your password.

You can try posting something in your phone's main forum:

Samsung Galaxy S - Android Forums

and see if anyone there has experience with your issue.

Welcome to Android Forums!

If you are using the web portal for Windows Live on your phone, you should be able to change your password there, although it might be a bit easier to do it from a PC just to have the full browser and a real keyboard.
