Help Hotspot confusion

[pink602]

Ok so I have had the HTC Evo 4g since October and have yet to figure out if I can use the hotspot app that comes on the phone. Note: I do not have the $30 hotspot plan. When I hit the hotspot button it says that I can support up to 2 devices. When I connect my ipod touch it "looks" connected, but can't do anything that uses the internet. Am I doing something wrong or does this button not work at all without the plan?

thanks!

...without first rooting your phone.
