how big is the marshmellow update?

I don't remember how big the Marshmallow update was but yes,you can download over your data instead of WiFi. I would try to be in a place with good signal so download will not be interrupted. There is also a security update for 6.0 that will probably ask to be downloaded after.
OTA (Over The Air) is the term for making Android system updates available by Wi-Fi or data connection. The updates are usually pushed out in waves to registered devices in order to reduce the load on the network. They can also be requested after release by checking to see what updates are currently available and then initiating the download.

The only way I've ever heard of stopping the notifications required root and the downloaded file was manually renamed.

Nope, and to let those who wish to buy this phone know if you dont have wifi and you buy this phone you will be endlessly harrassed by annoying notifications that pop up every time you connect or disconnct from yhe network. I just love how utterly inconsiderate motorola is *sarcasm*. Apparently they think that I shouldnt be able to use my mobile plan for this because the file is too big, even though I have downloaded files just as big over my data plan, and that my data connection is too slow even though it is faster than many wifi connections. That's basically what they said in an email to me.
It's not the size of the file that the concern, it's the fact that if you lose connection even momentarily the file will corrupt and likely brick your phone. Motorola is actually trying to help you, as wifi connections are much more stable for large critical downloads.
They are not that stable. If this was an issue they should require a wited connection. And in fact they should get rid of the problem entirely by downloading to an sd card, verifying that the download is complete and uncorrupted, ad then updating from the card. Being able to turn off this infernal notification would be nice too. And seriously, if it can brick my phone, wifi, hard line, or mobile data, why am I being harrassed into taking this risk?
The reason they push it out and don't let the un-root-ed user reject it is that hey are trying to force people onto the latest version and off the older versions. Having 3-4 versions that an app needs to be tested and supported on is the problem they are trying to reduce.

Good or bad they are forcing people to move to the latest version. The logic is that they are minimizing the number of versions that have to tested to. Putting it on an SD would not achieve that end.

It still has to be downloaded regardless of where it's stored. Btw Motorola aren't unique in this; Sony also insist on a wifi connection for major OS updates, as well as requiring at least 50% battery capacity.
Then something isn't right with your wifi connection(s).
If the notification bothers you so much, there's usually an option in Settings/About phone/Software update to enable/disable automatic checks.
On my handset it's found in
Settings/About.../Software update, then Menu/Settings/Check automatically for updates.
It's usually controlled by a system process which isn't accessible from the normal App Management list.
Looks like you'll have to use WiFi to download it. Is this a carrier version phone with updates from the carrier? If so, could be they don't want everybody overloading their precious 3G/4G wireless with large 652.9MB update downloads. Do you have an unlimited data plan or is it metered or capped etc.?
My phone can do updates via 3G/4G, but I don't as my data is metered, and usually only use around 500MB to 1GB a month.
