You have 3 options and 2 of them involve rooting your phone. If you are not rooted just download a 3rd party camera app that has that option from Google Play.
If you are rooted and want to know the other options just let me know. It is really pretty simple if you know what you are doing.

or install A Rom that when you put the device in silent mode it turns off shutter .Cm7 for example . or rename\remove shutter sound as you said
