I think you'd probably need to be rooted for that? Alternatively, take a look at alternative dialer apps like Ex Dialer or Dialer One etc.

I dont want an app. i like the stock dialer on the phone. i think theres already a method to root the phone now. i just want to be able to change the color.

Well, as I said, you would need to theme your phone's rom. I would first check to see if there are any roms to flash to your phone. Once you do that, try going to http://uot.dakra.lt/ and see if there are any ways to theme the dialer there. That seems your easiest option aside from using an app.
