How do I use Locale?

I am having some trouble using locale with my droid.

This is my first android phone or phone that uses apps so ignore my ignorance.

I want to set up a night profile where calls can still come in, but I want to stop notifications like when a new email arrives.

I still want the phone to ring in case of an emergency etc....

I tried using Locales help option but it talks about an advanced volume section that I cannot seem to find.

Any help is appreciated.
