Help how do you downgrade your prl version

yea how do you downgrade your prl version i updated to 3027 and did a speed test and got 102 to 124 kbps who that is super slow for download
But when i first got the 3026 prl i got around 500 kbps and you guys get 1.2 Mbps i live in central fl 30 minutes away from Orlando and live right next to a metro pcs store so i want to downgrade my prl version but what is the best prl version for my area and how do you downgrade i read around the attrix forums and i guy said you have to have prl version file so how do you downgrade the prl version because my downloads are super-slow and well it is slow slow is not good. So help me please

I am not a newbie to android just new to downgrading the prl version that i never did before...

PS: If its any consolation I'm from the NJ/NYC area and am working better with 3026 instead of 3027.
