Can Android be installed in any Android capable device or each device require a custom ROM from its supplier ?
Where to download Android version ? I have already made searches on Google but no result from official Android page, all ROM mirrors i have seen are from third party website so does it means that each smartphone manufacturer should provide its own ROM for a specific version of Android in order to run on its device ? if that true than the official release of Android should not be able to work for any Android Smart phone right ?
 
Manufacturers provide stock ROM and sometimes upgrades. Usually the upgrades advance the operating system version. Sometimes users can install custom ROMs... these come from someone other than the manufacturers.

May I suggest that you start by telling us what phone and operating system you currently have (and whether rooted). Then folks can discuss your options more specifically.
 
This a chinese brand. So even if Android is a Linux it doesn't work for whatever manufacturer. This means that Android can't detect the platform automatically and adapt accordingly unlike PC Linux distributions like Ubuntu that can be installed for different computers manufacturers.
