How find and install google Video call or google voice with video, or whatever it's called ?

Supposedly, there is a goog app with gingerbread 2.3 that allows for video calling, like skype used to.

Where is this google app (or combination of apps), what's it called, how install, etc.

Your help would be much appreciated.

Are you talking a bout Google Talk? or Google Huddle?

Talk should be on your device, but IIRC mobile video chat can only be used by those with one of the Nexus devices. However, you can use google talk on your desk top for video chats.

Google Huddle is integrated into Google+.
