Root how our cpu system works?

I am confused about our processor system. The second core is setup in a fashion that it seems to run at different frequenceis and it does go offline.Is this for battery optimization. Do we get the full benifit of a 2 core processor?

there has been a discussion about this in a previous thread...

Dual core CPUs on many many devices run like this:

Primary core is on all the time, and then when you need to boost from the Secondary core it will turn on, Alas there are not many apps out there that take advantage of dual cores yet (so your quad core Tegra 3's are kind of pointless too)
