I'm guessing you're used to HTC where you zoom in by pinching the screen. With Samsung, you doubletap! And of course, make sure that in your browser settings you have ticked the reflow option.
New to the Android system, have switched to the Samsung Galaxy S2 from Iphone 4 a few days ago. This worked for me after an hour or so of trying to solve the problem, maybe not perfect but it does the trick.
Stock Browser method - start to pinch-zoom on a page and simply flick the phone from landscape to portrait (as many times as required) to steadily increase level of zoom, text is reflowed each time you change orientation.
Using Dolphin HD the same procedure above works but also by the "Show pinch-zoom button" you can achieve the same effect. Start to pinch-zoom and use the plus or minus to change font to the size you require. Text automatically reflows! Magic
Brilliant IMHO! It resizes and reflows to levels not possible on the Iphone 4, (I'm sat here testing them side by side)
