There are apps in the market, such as SetCPU. Or No-frills CPU control. Which lets you adjust the speed.

Or you can install a kernel.

You need to flash a kernel that can be overclocked, then download either setcpu or overclock widget from the market and set it all up.

Your phone must be rooted to overclock also.

There are plenty of good Kernels over at XDA EVO Shift 4G Android Development - xda-developers Just make sure when you flash a kernel it's intended for the ROM your using. If your running Sense, flash a sense kernel. Same for AOSP.

The kernel I use is x99kernel, you can find it here [KERNEL] 2011-04-14 - x99kernel OC/UC/UV 1.2/1.8GHz smartass - Sense & CM7/AOSP - xda-developers there is a Sense and a AOSP version.
