Can someone provide a complete guide to how you register a credit card, get a refund and deletes the credit card info?

Go to http://checkout.google.com and sign in.
On the left side, you will see a link labeled "Edit payment methods." Here you can add/remove credit cards from your account.
After you've added a payment method, you can buy apps, either online at http://market.android.com, or on your phone through the market.
To get a refund, browse in the market for the app you bought (must be within 15 minutes of purchasing) and there should be a "Refund" button. Just click on it to get a refund.
