While MahaloCat is right, you will get better assistance HERE....especially with the 21. to 2.2 question, let me try to help with the updating PRL question...

On an HTC Hero, you would follow this path:
Menu/settings/About phone/System Updates/Update PRL. Haven't looked at the menu setup on a Zio, but it might be similar to the Hero as it is still Android.
