Issue: Won't go into Wifi "hotspot" mode (Wifi tethering).

Hi everyone,
When an attempt to enable wifi tethering, the wifi gets turned off, and the phone won't go into tethering mode. The owner has contacted the carrier, Telstra, and HTC and neither were able to solve the problem.
Phone settings have been checked, and apparently they're normal. When the phone and plan were purchased, this wifi tethering was working ok, apparently, but in recent times, apparently after a call to Telstra to complain of poor data rates in his area, his phone's wifi tethering stopped working.
Has anyone got any ideas as to what may be causing the problem?
