I'll give you the wiki type explanation:
It's a case with a built in battery, so as long as the battery in the case is charged it makes the phone believe that it's plugged into the wall until the battery in the case is dead, therefor extending the battery life.
I had one on my 3GS and it was very handy.

The Fuel Lite for the EVO sounds great, but I hope they make one that has a higher capacity than 850 mAh ...perhaps at least 1800 mAh like the Mophie Juice Pack that I use with my iPhone. From what I've seen on their website, 850 mAh seems to be the highest capacity they have, at least for the other phone models.
