HTC Inspire 4G Shutting down at 70%

My HTC Inspire 4G has been shutting down when it gets below 70% and won't let me turn it on for an hour or so. (without charging it.) It's unlocked with Straight Talk sim card. HTC Sense Version 3.0 Android Version 2.3.5. I was wondering if a ROM could fix this problem? If so can you give me some ideas on what rom to install and how to install them?
 
I do not know how to fix that as I have never had that problem.

However, a ROM could be just what you need. Now, the only way to flash a new ROM is to root your phone, which erases everything except your sd card. If you can, make a whole-phone backup somehow. I recommend CyanogenMod 10.1, as it is the newest version, and completely stable. I will post the links asap.
