Do you mean Live Wallpapers? Press on your home screen and you'll get 3 options: Gallery, Live Wallpapers, Wallpapers. Choose Live Wallpapers and pick up one you like.

Go into your cam app then select video (little camera icon, then select video in the middle, then select the little equalizer icon, then select the square thingamabob for effects
