I Can't Add Users

My android is 5.0
I wanted to add another user but am unable to. I click on the avatar in the drop down screen and I can't see the users. Just add email and add number and my photo.
I tried adding users via settings but couldn't see the users option under the 'Device' heading, so I searched users and got the the result 'users' and 'add user or profile' I opened both but both were just blank. Why can't I add users and why is users option not there is settings.
