I can't find Google Lens

I don't know either. I don't know what rev of Android either is running. I was just taking a shot in the dark that it might be helpful information. Sorry that it isn't.

I opened an online A10 manual but its difficult for me to read and I don't think it mentions it.

Are you searching through Play Store app on the new (2019) device?
Has the A10 been altered by a previous owner?
 
Looking at my Moto E6+ on Android 9, it doesn't have the Lens app in the app drawer, in Settings - (All) Apps; and when I search the Play Store app it only offers me alternatives to "Google Lens app".

Still, I can use Lens on it just fine via the icon in the Google Search bar (widgets), as others mentioned.

I can't see Lens on the camera app itself atm, but Google may bring it up if it saw a code.

So Android 9 maybe doesn't like the Lens app but it's part of Google if you bring yourself to install the Search bar, perhaps on another Home screen.
 
Also GSMArena's spec sheet says the A10 should be upgradeable to Android 10.

I have a Nokia 7+ on Android 10 and it has the Lens app too.

If this is a Samsung (pardon me as there have been a bunch of phones listed) you should be able to find the built in QR code reader by sliding down the notification bar, then swiping down on the quick toggles.
