Turns out I am an idiot 
I installed Panda Home in hopes I may find some other settings or it may reveal where or what happened to PC. While learning about Panda and doing a long press on a blank space, a menu popped up. You can add widgets folders etc. to the home screen ( already knew that though ). I went into widgets and power control was there ! Earlier I was trying to find it in the list ( by pressing the arrow at the bottom of the screen and hopefully dragging it to the home screen ).
