My replacement x came with .9 so i try to flash it back and it worked.

What it means is the factory 2.2 probably has the old bootloader.

.15 has the new bootloader, .9 was one of the leaked unofficial versions. If he received a refurbished phone they may not have flashed it back?

It was new in the box thats what so weird I called verizon and they said that that was the version that they where using it is the most stable.
