I see a post underneath the original saying Droid Mini has no custom recovery, but this was almost 3 years ago.
As for unlocking your bootloader, if you still need to, you can look here: http://forum.xda-developers.com/showthread.php?t=2645122 - but remember, this will destroy user data on internal storage, so, it's important that you back up personal files.
