How do I set up an In Case of Emergency contact list for the lockscreen instead of just Emergency Call?

I just think that has to be a way of doing it without downloading an APP! I dont think someone who finds my phone or if I have an accident is going to open an app if I was in trouble!!! They are going to look through my phone.
