That's new. Never seen it and I read almost everything here.
I can't even hardly see it; it's so blurry. Can you get a screenshot where it's more zoomed out?
Can we get more context? Is this a screenshot of your quick settings from pulling down your notification shade? What device is it?
From what I can see it looks to be two arrows, one pointing up and one pointing down... Possibly representing upload/download. Maybe it's used to enable/disable mobile data?
