icons - need tooltips

I'm relatively new to Android phones. Seems like every app contains a blizzard of icons, with no indication of what they do. Sure would be nice to have a Tooltip Mode, where touching an icon would provide info instead of executing its function. Is there some way to accomplish this? Thanks! ...Steve
 
I dont think so man. Maybe with one of the galaxy notes or s4 where you can "hover" your finger/stylus over it
