In this news article dated April 4, 2012, it say that only 2.9% of the compatible devices have been upgraded to ICS. That part of the story that was revealing to me what the statement, "… has been delayed until the end of the month while Samsung and Google work on adapting ICS to the devices."
It appears to me that ICE must be so difficult to upgrade on devices that Samsung has requested the help of Google. This maybe the reason why so few tablets have been upgraded to ICS. ICS has been out since around October of last year and we're still waiting.
