Help If SETTINGS can change it, why can't Tasker

Android 5.0 ( LG Sunset LG l33l )
Since I am able to go to SETTINGS and change LOCATION / MODE, Why can't tasker do it?
I do not want to go down the "root" path. I am not a developer, just a weekend warrior.
Want to toggle GPS Accuracy.

The ability for apps to toggle location settings was removed (iirc) in Android 4.4 due to security concerns over apps enabling it without the user's informed consent.

The settings app has root level permissions since it is a system app. Tasker as a downloaded app has limited permissions to access hardware. Location settings was deemed as a possible security risk, hence only apps with root level permissions can change it. The only way to give Tasker root level permissions is to root the phone.
