In Settings, USB is not showing up in settings

Im tryin to transfer a file from my PC to the my fascinate. I installed the samsung usb drivers but its not recognizing the connection on my pc.

Also, as stated in the thread topic, my "USB Settings" in the main Settings is not touchable. Its like grayed out so. any help would be appreciated, thanks.

Try settings/ applications then development. Thats where mine is.

IT will be greyed out while the phone is plugged into the USB
