Integrated SIP Client?

I've read that starting with Gingerbread, Android has a native SIP client built in that is integrated with the phone app. But when I bought a Droid 4 that had ICS on it I couldn't find it, and neither Motorola or Verizon had any idea what I was talking about. Is a built-in SIP client on any of the Galaxy Note 2's?
 
I realized that a bunch of people probably aren't really familiar with what a SIP client is. SIP is a protocol for making VOIP phone calls. We use a SIP provider at work, and what I'm trying to do is be able to integrate my work calls into my mobile phone.

On my N900 the phone app has configuration settings for a bunch of different services, so I can put in credentials for Skype, Google Talk, SIP, and a few others. What is great about this is that there is no separate app that needs to run as it is completely integrated with the native phone application. Any incoming call gets picked up just like a regular call. For outgoing calls I have a dropdown list where I can select what service I want to use for the call, it defaults to using the cell, but I can easily change and use the SIP client (which means no minutes are used, and to anyone I call it just looks like I'm calling from the office)

There are SIP client apps out there for Android. Bria probably being the best known, and while they have better features, they aren't as integrated into the phone as I'd like.

I miss my n900 (got it wet and shorted the screen...TV out still works!), and I had a SIP client setup on it. I thought I saw a native client on my Note 2...checking now.

Can I ask which version/carrier you have? I just did some more reading and it looks like carriers and/or manufacturers are free to disable this functionality, and since I'm on Verizon I'm guessing they will.

Edit: Nevermind, just saw that you are using the international version. Hopefully will get some kind of confirmation from someone on Verizon once people start receiving their phones.

N900 is great, although I bought mine "new" from a Hong Kong dealer, and the hardware has been problematic. I probably wouldn't be in the market for a phone for another year or so if it was just a little more reliable. Really love the software though.

Not seeing that on my T-Mo (USA) version. It does look like it may provide for a 3rd party client however (can have more than 2 options in these pop-up windows):

Looking around what was available via Launcher Pro's shortcut creator, and found the SIP client settings under "Phone" activities:
