Help Internal memory

All the ads for this phone say 8gb. When I go to internal memory I have 4gb & internal storage is 1.32. Should I move the apps I can to the internal SD or keep them in internal storage? When I go to see what apps are running it says 124mb ram used 175mb ram free. ive only downloaded 6 apps. is this normal?
