Root Internal storage out of space

I'm on ZV5 ROM. I've tried both ODEX and DEODEX versions and both are giving the same problem.
I have 400MB of free space on the internal storage and 2GB of space on ext-SD. The system partition has about 200MB of free space.
I get an error from the stock weather widget saying that internal storage is out of space and it doesn't update weather. Eventually other apps would complain also, but usually I notice the weather widget reporting problems first. Not sure what's going on. I should have enough free space.
I've tried clearing app cache and it helps for a while, but eventually space would run out and clearing cache doesn't help anymore.

The only thing that appears to work is for me to copy a large file into the internal storage and then delete it.
This seems to create free space somehow. Is there some tmp file that doesn't clear up unless space is needed (by my large file)?
