Root [International] 802w soft bricked?

Hi I was recently given a semi-bricked HTC One M7 802w (dual sim)
After booting to home screen touch is not available and the only thing visible on screen is the top bar indicating battery, wifi, etc. Nothing else visible.

I tried to factory reset the phone via POWER+Vol DOWN -> selecting Factory Reset; then Vol UP+POWER and selecting Wipe data and factory reset. The process begins with "Wiping user data" but seems to freeze and never complete the action.

Don't know what I should do.

Sorry but I have very little info on your version of the One
the developer info seems very limited on this device.

Appreciate your reply, is it possible to achieve S-OFF without the normal booted rom? (Since I don't have one) That way I should be able to flash any nandroid/RUU right?
