Root [International] add languages?

Hi guys,

So I have a Galaxy note 2 (canadian) and under my language and input section I only have french and english although I want german. I tried several ''set language'' apps and they barely modify the language. Pretty much only the date in the widgets and some app titles have changed and thats it. I know I only have these two languages because of my country but I would like to know how I can install the full language pack OR just german would be fine as well. My phone is rooted and everything.

Have you tried the samsung keyboard settings "cog" in the language & input section. It allows me to download all sorts of languages, but I have int N7100. You may need to find a rom with more languages and flash that - I'm not sure what Bell include on their rom
