[International / GSM] The "Settings" Problem

Dear friends,
for an unknown reason I cannot access my " Settings" whatever you call it from the below right hand corner of the screen as it used to be,it's no longer there . The only other option of getting the phone settings is from on top of the screen which I do not like. Thanks for your help.

When "settings" are available one of three things happen.

1. The app you are using has implemented ICS standards regarding settings: meaning that if extra settings/options exist, three vertical dots (called menu overflow) are built into the app interface and this do not appear I'm the navigation bar (where back, home and recent apps buttons live).

2. The app you are using has not implemented "menu overflow" and as such, those three dots appear at the very right side of the nav bar.

3. The app you are using does not have additional settings (menu overflow) and the dots are not present at all.

May be you do not understand me. I understand the three dots in applications but what i mean is the Settings Applications for the phone that used to be on the lower part of the first page of my main screen. Its no longer there but is now available only on the top of my screen but prefer the lower part
