Root [International] UK "3" branded / locked S4

My contract is due to renewal and I intend to get the S4 (currently on S3).

Now the question, I don't intend to change provider, so even if it is locked, I don't really care, BUT

1. Does anyone know if the 3 Version comes branded (3 - Bloatware) and can you simply flash the international ROM stock rom ?

and IF I decide to unlock

2. Can you just apply a specific ROM to unlock the device ?

There is an app on the play store that does this called Galaxy SIM Unlock
However, unlocking most S4's is still pending, but you could periodically check that app for updates.

To answer question 2: flashing a different ROM will remove bloatware but will not unlock the phone.
