Help Internet always flicks back to top of page

hi

anyone else experiencing this? when using the default broswer.

when i do a google search and then thumb down the screen of results as soon as i take my thumb off the screen the page flicks back up to the top of the page by itself which is annoying and also makes it tricky to select a webpage.

the problem is mainly on google but also on facebook

any fixes for this?
